| An individual or an organisation who proposes the addition or alteration of a substance to the ZDHC MRSL or ZDHC Wastewater and Sludge Guidelines. This person can be anyone. This includes both private or public sectors (e.g. NGOs, governments), a ZDHC Signatory or non-signatories, MRSL or WW Council, ZDHC advisory groups. |
